Constructed in 1961 on the grounds of the Elgin County Courthouse, the building housed the administration offices of the Elgin County Library Co-Operative and the Elgin County Library from October, 1961 to September, 1974, and was later used for meetings of Elgin County Council from December 1974 to December 1985.

- History / Biographical
- The 91st Overseas Battalion of the Canadian Expeditionary Force was formed on October 25, 1915. The Battalion received its colours in a ceremony at Pinafore Park on May 24, 1916. One month later, on June 25, 1916, the 91st Battalion departed for overseas service. Members of the 91st saw action in all the great and bloody conflicts in which Canadian troops were involved- the Somme, Arras, Passchendaele, Ypres, St. Eloi, Vimy Ridge, Amiens. Five officers and 167 men from other ranks were killed or died in service. Fifty-eight decorations were bestowed on members of the 91st, including four Military Crosses (to Lts. G. Marr, H.C. Cameron, D.A.G. Parsons and E.W. Edwards).
