- The Aylmer Mechanics' Institute and Library Association was established November 9, 1874, under the governance of a Board of Directors, and maintained a reading room/library at Aylmer Town Hall. The institution became a Free Library in 1897, and a Public Library in 1901.
- From ca. 1905-1912 the Library occupied various locations on Talbot Street East, Aylmer.
- In 1912 Aylmer citizens David Marshall and J.J. Nairn purchased property on the southwest corner of Centre and Sydenham Streets which they then donated to the Town of Aylmer. A new Library building was constructed on this site in 1912-1913 with funds secured from the Andrew Carnegie Foundation. The Library opened in its new premises in the Carnegie Library building at 62 Centre Street, Aylmer in the early spring of 1913.
- In 1940 the Aylmer Public Library joined the Elgin County Library Association, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- The Aylmer Public Library Board administered the Library until it was disbanded in December 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Aylmer Public Library became the Aylmer branch of the Elgin County Library effective January 1, 1966.
- In 1982 the Library returned to its original location, relocating to newly renovated premises on the ground floor of Aylmer Old Town Hall at 38 John Street South, Aylmer.
- Long-serving supervising librarians have included Agnes Haight (1911 (acting) /1912 (permanent) -1938), Helen Youell (1938-1952), Elinor Given (1952-1983), and Christina Mayhew (1983-April 2014).

- The Bayham Public Library was established in 1896 in the Village of Richmond and was originally housed in a succession of local residences, including that of long-time supervising librarian Alberta Atkinson.
- In 1936 the Bayham Public Library joined the newly formed Elgin County Library Association, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- The Bayham Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Bayham Public Library became the Bayham Township branch of the Elgin County Library effective January 1, 1966.
- On December 31, 1966 Bayham Township opened its Centennial Library in the Bayham Township Community Centre in Straffordville. An addition to the library premises in the Community Centre was constructed in 1973 and officially opened at an open house held December 2, 1973.
- In 1983 the Council of the Townhship of Bayham solicited and received the financial support of Elgin County Council for construction of a new library building in Straffordville. The $100,000 cost of the new building was shared by Bayham Township, Elgin County and the Lions Club of Straffordville, which donated $30,000, while the Lioness Club of Straffordville donated another $1,000 for furniture. Construction began on September 8, 1983 and was completed on February 24, 1984. The Library opened for business in its new premises on March 5, 1984, and an official opening ceremony was held on June 16, 1984.

- The Belmont Mechanics' Institute was established on January 8, 1887, and became the Belmont Public Library on May 15, 1893.
- The Library was governed by an informal consortium of local businessmen until the Belmont Public Library Board was established on February 1, 1937.
- In 1949 the Belmont Public Library joined the Elgin County Library Co-Operative, having formerly been a member of the Middlesex County Library System.
- In 1955 Mrs. Hector Stewart retired after more than 20 years' service as librarian. In 1956 Mrs. Gladys Tribe was appointed librarian and served in that capacity for several years.
- The Belmont Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Belmont Public Library became the Belmont branch of the Elgin County Library effective January 1, 1966.
- A new Library building was constructed 1984-1985, opened for business in February 1985, and officially opened at a ceremony held June 22, 1985.
- An open house was held at the library on April 25, 2005 to showcase recent interior renovations.

- The Dutton Mechanics' Institute was established in November 1892, largely as a result of the organizing efforts of Neil A. Campbell, Principal of Dutton Public School. The Institute's reading room was originally located in the Leitch Block on the west side of Main Street, and housed the entire collection of books, purchased with $112 raised in members' subscription fees and a $25 loan from the firm of Hockin and Pool.
- On April 7, 1893 the entire Leitch Block was destroyed by fire, along with the reading room and the entire collection of the Dutton Mechanics' Institute except the 60 books then in circulation. The Institute was quickly re-established and re-opened its library in 1894.
- In 1897 the Dutton Mechanics' Institute was re-organized as the Dutton Free Library, funded by the Dutton Village Council through an annual fifty-cents per capita levy on the taxpayers of Dutton.
- Prior to 1922 the Library was housed in a small room in the old Dutton Hall. In 1922 the Library was relocated to temporary accommodations in the Sons of Scotland Hall, pending the construction of the new Memorial Hall. In 1923 the Library moved into a room in the new Hall, which it occupied until 1987.
- The Dutton Public Library joined the Elgin County Library Association in 1940, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- The Dutton Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Dutton Public Library became the Dutton branch of the Elgin County Library effective January 1, 1966.
- Major interior renovations were completed at the Library in June 1978.
- By the mid-1980s, after more than 60 years in cramped conditions in the Memorial Hall, the library needed to expand to best serve the people of Dutton. On March 2, 1987, following an extensive fundraising effort led by the Dutton and District Lions Club and the Optimist Club of Wallacetown, Dutton Public Library opened for business in newly renovated premises at 231 Main Street, Dutton, and an official opening ceremony was held October 24, 1987.
- In 1992-1993 the Village of Dutton and the Township of Dunwich jointly sponsored the construction of a new 5,000 square-foot library building to serve as the West-Elgin service hub of the Elgin County Library system. The Dutton-Dunwich Reference Library at 236 Shackleton Street, Dutton was officially opened October 23, 1993.
- On October 15, 2003, the library was officially renamed the John Kenneth Galbraith Reference Library - Dutton Branch.
- Long-serving supervising librarians have included Mrs. John Bambridge (August 1926-1951), Naomi Green (April 1951-September 1970) and Mary-Lou McMillan (May 1983-March 2014).

- The Port Burwell Library Association was established in May 1939 and immediately joined the Elgin County Library Association, continuing as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- The library was originally located in a specially constructed addition to Mr. H.J. Culbert's grocery store, and Mr. Culbert was appointed librarian. Annual fees for adult members were set in 1939 at twenty-five cents, raised to fifty cents in 1940. Forty-three members were enrolled in 1939, including Fred Bodsworth. Mr. Bodsworth was elected as Secretary of the Library Board in January 1940.
- In December 1942 the Library Board approved relocating the library to Chalk's Drug Store on the west side of Robinson Street, with Mr. Gordon Chalk serving as librarian. In February 1944, the librarian's annual salary was raised from $50 to $75.
- In June 1944 Mrs. Roy (Cora) Meyer was appointed librarian, and the library was relocated to a building on property owned by Mr. John Meyer. Mrs. Meyer served as librarian until her death in May 1957.
- In November 1945 the Library Board approved the library's relocation to rented premises in the Aylmer and Malahide Telephone Company building. The librarian's annual salary was increased to $200 in September 1948, with an additional $10 per year allowed in compensation for maintaining evening hours during the months of July and August.
- In 1961 the library moved into the newly constructed Port Burwell Community Centre/ Municipal Building, built on the site of the original Port Burwell Community Hall which was demolished in February 1961.
- The Port Burwell Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Port Burwell Library became the Port Burwell branch of the Elgin County Library effective January 1, 1966.
- In May 1976 the library was closed temporarily while major renovations were completed. The library re-opened on May 22, 1976.
- On June 12, 2005 the library was renamed the Fred Bodsworth Public Library of Port Burwell in honour of Canadian novelist, journalist and naturalist Fred Bodsworth.

- The Port Stanley Mechanics' Institute Library was established in the early 1890s. In 1896, the Institute was re-organized as the Port Stanley Public Library. With a grant received from the provincial government, the Library Board purchased books to form the basis of the library collection, which was originally housed in a room above Mr. William Goodhue's hardware store.
- For many years the Port Stanley Library was located in a wing of the old Thomson home on Colborne Street and was supervised by Miss Phyllis Thomson until she was compelled by ill health to resign as librarian effective September 30, 1930. Mrs. Llewella Jones was appointed librarian effective October 1, 1930 at a salary of $2 per week, and held this position until December 1949.
- At a meeting held October 15, 1930 the Library Board approved relocating the library to leased premises in "two rooms in the north half of the Russell House" owned by Mr. E.A. Smith, effective November 1, 1930. In February 1931 the Board approved spending $25 to furnish a reading room in the library premises.
- The Port Stanley Public Library joined the Elgin County Library Association in 1937.
- Construction work on a new library, to be located on Bridge Street, just west of Town Hall, began in the spring of 1945. In 1947 the library closed pending its relocation and withdrew from the Elgin County Library Association.
- The new building, designed by architect John T. Findley of St. Thomas, was completed in 1948 at a cost of $9,000 and was officially opened on July 18, 1948. The new building was dedicated to Port Stanley citizens who served during the First World War and the Second World War. A small room at the south end contained a stained glass window inscribed with the names of the six Port Stanley men who were killed in action during the Second World War and was donated by their families. The room also contained a plaque listing the names of the servicemen who died during the First World War.
- In March 1949 the library joined the Elgin County Library Co-Operative.
- Mrs. Beatrice Payne was appointed librarian in 1959 and served until the mid 1970s.
- The Port Stanley Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Port Stanley Public Library became the Port Stanley branch of the Elgin County Library effective January 1, 1966.
- In 1977 the basement of the library building was renovated to provide a new Children's Area. Opening ceremonies were held June 18, 1977.
- In 1981 the library was demolished and replaced by a new, 5,000 square-foot building constructed on the same site and attached to Town Hall. The new building was officially opened for business September 26, 1981, and the memorial window and plaque were re-dedicated.
- On June 30, 2005 a grand re-opening was held at the library to showcase recent interior renovations, including painting, new carpets and furniture, and equipment to enhance accessibility. A new fireplace and reading area were funded by the Gordon and Jessie Wimbush Foundation.

- The origins of the Rodney Public Library may be traced to the Rodney Literary and Dramatic Society. The Society, which was established and functioned prior to 1893, maintained a collection of books for use by its members. The Society held its meetings in an upstairs room in what was then known as the Union Societies Hall on Jane Street, south of Victoria Street (later occupied by the Johnson cheese factory). By January 1893 the Society was defunct, leaving a legacy of 19 books and $16.59 in residual membership fees.
- On January 19, 1893 a group of thirteen Rodney citizens met in the tailor shop of George Katzenmeyer and established the Rodney Mechanics' Institute. At a subsequent meeting, held February 15, 1893, the President of the defunct Rodney Literary and Dramatic Society, Mr. J.C. Campbell, formally donated the Society's books and remaining funds to the Rodney Mechanics' Institute. At the same meeting Mrs. C.A. Wray offered room in her store to shelve the Institute's books, and Mr. J.B. Stinson provided a room in the rear of his barber shop to be the Institute's reading room. By 1895, the reading room had been relocated to a rented room in Mr. David Patterson's hotel.
- The Institute was re-organized as the Rodney Public Library ca 1901 ( the first instance of the phrase "Rodney Public Library" recorded in the Library Board minutes occurs in the minutes of January 21, 1901). In May 1901 the library and reading room were combined in Mrs. Wray's store. Mrs. Wray was appointed librarian and given $1.50 monthly for rent and services provided.
- In June 1913 governance and funding of the library were assumed by the Rodney Women's Institute. The library was relocated to the Rodney Town Hall office of Township Clerk Edwin A. Hugill, and Mr. Hugill was appointed librarian with an annual salary of $18. Miss Caroline Hugill served as librarian 1916-1918. In 1919 Mrs. Margaret Bisnett was appointed librarian and held this position, with the exception of a period of ill health in 1922-1923, until her retirement in 1927.
- In 1925 Mrs. Della Ludy was appointed assistant librarian, becoming librarian in 1927 when Mrs. Bisnett was compelled by ill-health to retire. Mrs. Ludy served as Rodney's librarian for the next fifty years, until her retirement in November 1976. Mrs. Ludy was instrumental in the establishment of the Elgin County Library Association in May 1936 and served on the Board of the Association and its successor the Elgin County Library Co-Operative for thirty years, until the Elgin County Library Board was established in January 1966.
- By 1931 the library space in the back half of the town clerk's office had been partitioned and a separate side entrance to the library had been constructed.
- The Rodney Public Library joined the newly formed Elgin County Library Association in 1936, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- In 1951 the Library moved into newly constructed premises on Main Street dedicated as the McMillan Brothers Memorial Library. The new building was constructed with funds derived from a legacy of $7,000 left to the Library by Archie and Duncan McMillan, on land donated by the Rodney Oddfellows. Detroit-based architect Mr. Harold Easton drew up the plans for the new library free of charge. An official opening ceremony was held November 1, 1951.
- The Rodney Public Library Board administered the Library until it was disbanded in December 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Rodney Public Library became the Rodney branch of the Elgin County Library effective January 1, 1966.
- In 1975 the library was closed briefly for renovations. The library re-opened at an open house held September 25, 1975.
- On November 10, 1976 retiring branch supervisor Mrs. Della Ludy was honoured at a ceremony marking her fifty years of service to the community. Helen Stinson succeeded Mrs. Ludy as branch supervisor and served until her retirement in June 1983. Marjorie DeGraw was appointed branch supervisor in July 1983 and served until retiring in April 1991.

- The Shedden Mechanics' Institute was established November 13, 1890 and subsequently evolved into the Shedden Public Library.
- Mr. George E. Norman served as secretary of the Library Board and librarian until 1912. In that year, Miss Annie Brown was appointed librarian, and the library was relocated to a room in her home.
- In 1922 Mrs. Mary Strafford was appointed librarian, and the library was moved into rented quarters in a small brick building on the northwest corner of Highway 3 and County Road 20. Mrs. Strafford continued as librarian until 1933 when she was succeeded by Miss Elsie Hamilton.
- The Shedden Public Library joined the newly formed Elgin County Library Association in 1936, but discontinued its membership in March 1939. The library joined the Elgin County Library Co-Operative in March 1949.
- In 1950 the Library was forced to vacate its premises and moved into a room at the rear of a store operated by Shedden merchant L.D. Palmer. Subsequently the Library moved into another room in Mr. Palmer's store that had been used as a temporary Post Office.
- The Shedden Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Shedden Public Library became the Shedden branch of the Elgin County Library effective January 1, 1966.
- In 1967 the Township of Southwold purchased the building and property formerly occupied by the Library (prior to 1950) on the northwest corner of Highway 3 and County Road 20. The building was renovated, and the Library opened for business at this location in February 1968.
- In June 1984 the Library opened for business in a newly constructed building on the southwest corner of Highway 3 and County 20, just across Highway 3 from its former location. An official opening ceremony was held December 1, 1984.
- Miss Elsie Hamilton served as librarian for thirty years, 1933-1963. Margaret Turner was librarian from 1965 until her retirement in March 1982. Carol O'Connor was serving as the branch librarian in December, 1984.

- At a meeting held January 12, 1892, thirty citizens of the Village of Springfield formed the Literary and Scientific Institute of Springfield. In 1897, to take advantage of Ontario government funding offered to chartered mechanics' institutes, the Literary and Scientific Institute of Springfield was incorporated as the Springfield Mechanics' Institute and maintained a subscription library and reading room. In 1899 the Mechanics' Institute was re-organized as the Springfield Public Library, which was formally established by By-Law 130, passed by Springfield Village Council on February 7, 1899 (see pdf file).
- The Springfield Public Library joined the Elgin County Library Association in 1940, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- For many years the Library was housed in an upstairs room in the Springfield Municipal Building. In 1949 the Village Council decided to demolish the old Municipal Building and construct a new building on the same site with an attached library. During demolition and construction work, the library relocated to a room at the rear of the Post Office, provided by building owner/Postmaster Ted Rule. The library opened for business in the new Springfield Municipal Building in 1950.
- In 1963 the Springfield Village Council relocated to new premises, and the library was moved into the former council chamber.
- The Springfield Public Library Board administered the Library until it was disbanded in December 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Springfield Public Library became the Springfield branch of the Elgin County Library effective January 1, 1966.
- Long-serving supervising librarians have included Eileen Hobbins (1923-1939), Irene Gracey (1939-1955), and Lahla Craik (1959-[197-?]).

- The Vienna Public Library was formed and joined the Elgin County Library Co-Operative in 1950.
- Prior to 1956 the library was housed in the old Vienna school building which stood on property now occupied by the Vienna Community Centre. The library occupied part of the two upstairs rooms devoted to the high school and was staffed by high school teachers. When the high school was closed in 1949, and students were transferred to Tillsonburg, the library continued to operate on the second floor, with public school principal Bessie Ryan serving as part-time librarian.
- In 1956 the new Vienna Public School building was opened adjacent to the old school building, and the library relocated to a corner in the teachers' room in the new facility, with teachers and senior students continuing to provide public library service. The library closed in 1957 but re-opened the following year.
- The Vienna Public Library Board administered the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. Vienna Public Library became the Vienna branch of the Elgin County Library effective January 1, 1966.
- On April 15, 1966 the library relocated to the old Vienna Town Hall, initially occupying space in the basement while renovations were completed upstairs. The library relocated to the upper floor in 1972. Also that year, Vienna was the location of an experimental initiative of the Elgin County Library, becoming the system's first "Paperback Branch" when its collection was re-organized to include only paperback books.
- At its March 10, 2009 meeting, Elgin County Council endorsed the recommendation of staff that the Vienna branch of the Elgin County Library be closed permanently due to relatively low circulation and patron numbers, proximity to other branches, irresolvable structural problems with the building, and to reduce costs to the County and the Municipality of Bayham during challenging economic circumstances. The closure decision was formalized in a by-law passed at the April 14, 2009 Council meeting. The branch was closed to the public effective May 1, 2009.

- The West Lorne Public Library was established at a meeting of local citizens held June 12, 1895, and a seven-member Board was elected, headed by the inaugural president, Mr. A. Bridgman. The Board determined that library members would be charged a $1.00 annual fee, and rented a room above a store to serve as the reading room.
- On January 1, 1896 Mr. John Chasely was appointed librarian and served in that capacity until retiring in September 1924.
- In 1912 the West Lorne Village Council erected a small building on the Graham Road, which housed the library until 1950.
- The West Lorne Public Library joined the newly-formed Elgin County Library Association in 1936, and continued as a member of that organization when it was re-formed as the Elgin County Library Co-Operative in May 1947.
- In 1947 the Village of West Lorne received a bequest of $7,000 from the estate of Archie and Duncan McMillan for construction of a new library building to be known as the McMillan Brothers Library. On March 8, 1950 the new building was officially opened in West Lorne and dedicated to the memory of its founding benefactors.
- In 1965 the West Lorne Public Library Board honoured Verna Norris, librarian ca 1930-1965, and Mima Currie, Board Secretary-Treasurer ca 1940-1965 for their extensive service to the community.
- The West Lorne Public Library Board governed the affairs of the Library until it was disbanded in 1965 as a result of legislation amalgamating all Elgin County municipal public library boards under the authority of Elgin County Council. West Lorne Public Library became the West Lorne branch of the Elgin County Library effective January 1, 1966.
- In November 1989 West Lorne Council approved the construction of a new library, to be built at the corner of Graham and Maple Streets.
- Public internet access service was introduced at the library in 1996.
- On February 8, 2006 the West Lorne Library was destroyed by fire. The branch was rebuilt and re-opened in September, 2007.
