History / Biographical: In 1994 Municipal World contracted with the Municipal Law Enforcement Officers’ Association (Ontario) Inc. (MLEOA) to prepare and publish the training manual for MLEOA’s Advanced Training Course entitled “Courtroom Preparation and Prosecutions”. The first edition of the manual was prepared for the first training session scheduled for the fall of 1994. Municipal World also published subsequent editions, 1996 ff. Michael J. Smither had a long history of involvement with MLEOA, dating to April 1979, when Mr. Smither provided advice on drafting the MLEOA constitution in advance of the Association’s founding conference in September, 1979, at which Mr. Smither delivered the keynote address.

Scope and Content: Sub-series consists of various materials related to a training manual prepared for a Municipal Law Enforcement Officers' Association (Ontario) Inc. (MLEOA) advanced training course entitled "Courtroom Preparation and Prosecutions". Sub-series includes project proposal and contract; edited drafts of various course sections; correspondence with course material authors, MLEOA officials and other stakeholders; and a copy of the fourth edition (1998) of the training manual.
