Michael Popovich continued as Chairman of the Board until 1969, when the Elgin County Separate School Board was formed. He became Chairman of the newly formed Board. Malahide, South B'orchester, Southwold, Aldborough, and Yarmouth were detached from Middlesex and formed the County of Elgin. The county was named for the Governor- General Lord Elgin. ( James Bruce, 8th earl of Elgin).
