- Scope and Content
- Black and white photograph used in St. Thomas Times-Journal article published December 26, 1979 with caption: "Full Steam Ahead - Workers on the site of the Grand Central development watch as the heated cement is poured for part of the foundations for the proposed 12-storey apartment-shopping complex. Colony Investments of London wants to get most of the foundations in for the building by year's end to take advantage of a government grant, which will be discontinued as of Dec. 31. Before work can start on the building proper, however, the Ontario Municipal Board must approve expropriation of five properties behind the site for parking. The five property owners aren't happy with an offer from the city for their homes and brought the matter before the OMB."
