- "Visits Residents- Hon. Louis P. Cecile, Minister of Public Welfare for Ontario, took a few minutes before Wednesday's official opening ceremonies at the new Elgin Manor home for the aged to visit some of the residents. Left to right the photo shows: I. J. Patterson, superintendent of the home; Mr. Cecile; Russell C.
