Aylmer Reeve Stu McBrien, left, chairman of Council's Elgin Manor Committee presented Mr. Pow with a silver tray on behalf of the residents, and Warden Matthew Schafer, right, gave him a certificate of merit on behalf of County Council. 'Times have really changed in 50 years,' said Mr. Pow, who lives in Payne's Mills."
