2_146: "The members of the 1949 Elgin County Council sat for their photograhper in the council chamber at the courthouse, Friday afternoon, just as they were completing one of the busiest January sessions on record. the photograph was to have been taken in front of the courthouse, but a snowstorm prevented the outdoor exposure.
