William Fraser built the incline railway in the 1870s to allow guests at the Fraser House hotel on Fraser Heights to conveniently travel to and from the main beach. The observation tower was built adjacent to the incline railway as an attraction for visitors. The incline railway was originally powered by a steam locomotive.
